1) Are the dollar amounts listed per college? Or for the whole region to split?
Grants are per college. Each college interested in participating in a regional multi-college network will apply for a grant and participate in the planning process as part of a regional team. But each will submit an individual application, work plan and budget. While there may be many colleges in a region, the number of colleges willing to join the planning team, complete a self assessment and work plan collaboratively, and submit a strong application will determine the level of the Regional Leadership Grant.
Regional Leadership Grants will only be awarded to colleges that are awarded Regional Model Grants. The number of colleges committing to participate in a regional TPP community of practice will determine the amount of Regional Leadership dollars to be awarded per region (3-8 colleges = $20,000/region; 9+ colleges = $30,000 per region). That amount can be split into separate, smaller grants if more than one college is applying for a Regional Model grant, and willing to take on the regional leadership tasks.
Colleges that meet most of the TPP model strategic components of the program and have both college and regional support may apply for the Regional Model Grants (at $110,000 per year for two years).
Colleges in Tier One or Tier Two that meet a majority of the TPP model strategic components of the program, and can develop a strong plan for expanding and building their programs are eligible for the Development Grants ($75,000 a year per year for two years).
Colleges in Tier One or Tier Two that meet few of the TPP model strategic components and are interested in developing a strategic plan and initiating a comprehensive TPP program are eligible for Incubation Grants ($30,000 a year per year for two years).
Priority in all cases goes to colleges with local support and matching funding.
2) Can a college in a region apply as an individual college or would they need to be part of a multi-college network?
If a college is in a region where a regional strong workforce decision-making body has committed or will commit resources to the development of TPPs, the college must participate as a part of that regional network of colleges. Each college will develop and submit their own self- assessment, KUMU map, and budget, working in a regional community of practice to maximize resources and strengthen partnerships. Within the region, these will be bundled into a regional proposal.
3) Can a college partner outside of their region make itself part of a different region?
A college cannot make itself part of a different region. A TPP in a region that does not have the capacity to organize a regional consortium should apply in Tier Two. Colleges can partner across regions, but each college is preparing and submitting their own application. Being a partner does not change the tier. We are building on a regional model.
4) What happens to other partner colleges if application is not approved?
Each college is applying as an individual college, either in Tier One or in Tier Two. In Tier One colleges must coordinate their applications within a multi-college network. One or more colleges must be prepared to take on coordination of a Regional Community of Practice. Some colleges in the network may not be selected to receive Ed Futures grant monies, as these funds are limited and must be strategically applied. Those colleges should continue to participate in the Regional Community of Practice and to access the support and resources that will be developed and disseminated by both the Regional and Statewide Communities of Practice.
Strong Workforce dollars are soon to be flowing directly to the colleges. TPP programs will only be sustainable if colleges view them as integral to the college mission and vision and commit local resources. The TPP statewide community of practice is intended to build leadership and models, to disseminate tools and resources broadly, and to support local colleges to develop and sustain this critical resource.
5) Can colleges apply for multiple grants?
No, with the exception of the Regional Model and Regional Leadership Grants.
Any college in Tier One can apply for:
Regional Model, Development, or Incubator Grants.
Only Colleges in Tier One that apply for Regional Model Grants are eligible to apply for Regional Leaderships Grants. The total amount available for Regional Leadership Grants within each region will vary with the size of the region. The funds available for Regional Leadership Grants per region can be split if more than one college applying for a Regional Model Grant chooses to share the leadership work.
Colleges in Tier Two can apply for:
Development or Incubator Grants.
6) Is the assumption that the two year maximum funding level will result in institutionalized programming?
This funding is from SB1070, which ended in the 2016-2017 fiscal year. We were fortunate that the Chancellor’s Office has agreed to utilize prior year 1070 dollars to support this program to date. We cannot predict what funding will be available after two years. Strong Workforce dollars have been moved from the Chancellor’s Office to local colleges. Therefore it is essential, if this program is to be sustainable, that we support colleges to advocate for Strong Workforce and other local dollars.
7) Does the match expectation require SWP, Equity or SSP funds?
Funds can be matched with college commitments of staffing, facilities, equipment or other resources. The match requirement is intended to encourage colleges to discuss the program’s importance and needs. It is an opportunity to ask for specific support from the local college. Other grant funds and resources can also be used to indicate local commitment to the program.
8) Do Tier One colleges each have to provide a separate application or is there one application per region?
Tier One applicants must collaborate to develop a single Letter of Intent for the region. In addition, each college in the multi-college network must complete a Supplemental Information Sheet. The Letter of Intent should be a cover letter for the regional submission. This is intended to ensure that all colleges applying understand that they are committing to a regional community of practice and a collaborative self assessment and planning process as they develop their individual college proposal.
Tier Two applicants must submit a Supplemental Information Sheet with the Letter of Intent.
9) What needs to be included in the Letter of Intent?
- Identify the Tier to which the college or multi-college network is applying;
- Briefly describe the college’s or the multi-college network’s interest in participating in the Expansion of Teacher Preparation Pipeline Programs;
- Describe the existing programs, resources and key education partnerships that may be relevant to implementing the project.
10) When is the Kumu mapping due? Is it with the LOI on 10/30 or is it with the final application on 12/18?
Kumu mapping is a tool for self assessment that should be used as a way to assess the partnerships and resources you have developed relative to the strategic components of the TPP model. From that initial self assessment you should be able to describe the existing programs and resources that are relevant to the key components of the TPP model, in the Letter of Intent, due Monday, October 30. This justifies the specific grant level you have selected. We will be able to view your map through the Kumu site online. You will continue to work with that map throughout the planning process as you develop your application, which is due Monday, December 18.
11) If our college is in a region with at least one of the TPP model programs, what grants can I apply for and how do I go about doing so?
A key component of our scaling up strategy is the creation of regional communities of practice, which are coordinated through the multi-college network. If your region has the capacity to support a regional community of practice with at least one model TPP program, you are eligible to apply for either a development or incubator grant, but only if you participate in the multi-college network. Which grant you should apply for depends upon how strong your current program is relative to the strategic components of the TPP model. The Kumu Mapping process should help you to determine that. Development grants are meant for colleges with substantial programmatic components in place, not yet meeting all aspects of the TPP model but well over halfway to model status, and able to secure additional resources on the strength of the current program development. Incubator grants are for programs interested in building a TPP program that incorporates the strategic components of the model, some of which may already be in place. All applicants are expected to participate in a regional community of practice.
We are funding the regional leadership grants so that there will be specific resources in each region to convene those regional communities of practice, which will enable collaboration in alignment with K12 and IHE partners, sharing of resources and materials, and joint regional activities such as student outreach/promotional events.
If you as an institution would like to apply for a development or incubator grant, you would conduct a self assessment which includes an individual eco-system map (the webinar describing that is posted on the teacherpreppipeline.net site). That map will be connected to the other colleges' maps in your region to facilitate joint planning, which can be done virtually. You would participate in drafting a single letter of intent from the region, but will individually complete the supplemental information sheet. A single letter of intent and multiple supplemental information sheets would be submitted from your region.
In the application process, you would write an individual application, and create an individual two-year work plan, but would have access to the support and resources of the multi-college network, including working as a regional team during the December 7th (northern CA) and December 8th (southern CA) convenings to review proposals, which will include education partners in the region.
12) We are unsure of where each college president should sign the grant application. Shall presidents sign on the supplement and also somewhere else?
Currently you are working on a Letter of Intent rather than the grant application. As a Tier One applicant, one Letter of Intent will be signed by all college presidents participating in the TPP multi-college network. Electronic signatures are acceptable.
That single Letter of Intent will be the cover sheet for all Supplemental Information Sheets from the region, due Monday, October 30. Later, your college president will sign your college's individual grant application, due Monday, December 18.
13) Is there something to submit for the self-assessment besides the initial Kumu map? (There is no note about a self-assessment mentioned on the Supplemental Information Sheet.)
The self-assessment questions are the key questions that will be addressed in the grant application, due December 18. Kumu Mapping is a tool for the self-assessment. We wanted to get you that tool and those questions before you submit the letter of intent so that you could describe the existing programs and resources that are relevant to the key components of the TPP model in the Letter of Intent due October 30. This justifies the specific grant level you have selected. You do not need to submit the Kumu map because we will be able to view your map through the Kumu site online. You will continue to work with that map and the self assessment questions throughout the planning process as you develop your grant application.
14) If we are applying as part of a multi-college network, can we just do the Kumu map, fill out the Supplemental Information Sheet and get our College President to sign the Supplement to submit with the regional Letter of Intent?
The Letter of Intent is the document for which we need all colleges in the region to obtain signatures. That is essentially a collaboratively written letter from your regional multi-college network. It is important that the college president understand that you are committing to participate in a regional community of practice to build teacher preparation pipeline programs in the multi-college network, and that the specific experience, resources and interest your college brings to the table is represented in that letter.
15) For the LOI, can we use the signature of our college president's authorized designee if the president is unavailable?
Yes, the LOI can be signed by the authorized designee of a college president. It has to be an authorized designee.
16) The LOI says a 100-word limit; is that for every answer (100 words altogether)? Or is it a 100 words for each of the "categories"?
It is a 100-word limit for each category.
17) What method of application (email, hardcopy – and how many copies if in hardcopy) will be expected for the signed copies, and where will applications be sent to?
Applications are due by 5:00 p.m., Monday, December 18, 2017. The Chancellor’s Office will not accept applications after 5:00 p.m., Monday, December 18, 2017. Please forward, via email, a completed copy of your application by 5:00 p.m., December 18, 2017 to: firstname.lastname@example.org. Send via “snail mail” two copies of the application with original (wet) signatures on both copies. Please ensure that the two copies with original signatures are delivered by January 1, 2017.
